From 1994-2000, Celia worked in the field of housing policy in New York City, as a housing policy analyst for the Association for Neighborhood and Housing Development and for the Office of the Manhattan Borough President. From 2000-2009, as a Staff Attorney for The Legal Aid Society, Celia represented tenants in cases to improve housing conditions, defended low-income tenant families against eviction, and advocated on behalf of domestic violence survivors to secure safe and permanent housing for themselves and their families.
Since moving to Savannah, Celia has continued to work in the field of affordable housing: as a consultant for Step-Up Savannah (2011), a Board Member for the Savannah Chatham Fair Housing Council, and as a Commissioner for the Housing Authority of Savannah. less
